    Yes, Harris said multiple times that she would continue Biden’s policies. It’s one of the main reasons she lost, besides being one of the worst political candidates in US history. So in effect, Biden was running for reelection.

        Harris managed to lose to Donald Trump, when quite literally all she had to do was admit Biden was a failure for the common American and work towards differentiating herself from the Biden admin.

        She is a worse candidate than Trump, hence how she lost to Trump.
