VS the entourage NYPD gave Luigi. An unarmed man with a back injury. They really are scared.
They’re weak. They don’t like us realizing A, they can easily die no matter how much money they have even security can’t always save you and B, the only thing that keeps us from killing them is this veil of society, a sense of doing wrong/getting in trouble with the law.
It’s always worth the budget for this shot.

This tells me they see Luigi as a more dangerous threat than the military saw fucking Superman in that movie.
