Reading the back and forth it sounds like it only uses it if it’s installed. But you can also turn it off in the ansible.cfg. Still seems like kind of a silly default behavior, as cowsay is a novelty.
I met with the architect of Ansible last year. I should have asked him for the backstory on that.
Ansible uses this to post messages by default, which has caused some unrest in the community.

I’m guessing there’s an engineer or higher-up who is very much attached to the cowsay readout and they refuse to allow it to be Easter egg’d
