I tried to be interested, but the image made my eyes bleed.
You can skip the parts which just explain how rgb works.
It should be a crime to use background colors in Excel (conditional formatting excluded, maybe)

Does it need to be online? If not, you could use LibreOffice.
Are you editing from the smartphone, or just viewing?
Would a wiki site with tables be suitable?

You might like Treesheets, but you’re not going to be able to edit it on mobile with it. You’d have to save as HTML to view. It’s a grid-based editor that I use for stuff like this.
